Title Cost efficiency in a mixed-mode survey – The Norwegian Rent Marked Survey

Abstract

How to handle nonresponse is the daily life for all people working with surveys. To fight nonresponse survey administrators’ world wide use reduction and adjustment strategies to reduce or neutralize the negative effects from nonresponse on survey estimates. Among many strategies one possible way to reduce the non response error in a self administrated survey is to offer different forms of contact and answering modes to adapt to the respondents believes and needs. In this paper we take a closer look at the cost implications of different mix-mode strategies – paper with web option or web exclusive in first stage of data collection strategy. The research question is: Is a clean mix-mode strategy where web and post option is offered at the same time more cost effective than a sequential strategy with web before post? It’s no doubts that web surveys have advantageous cost factors if contact and questioning are electrified. But what is the cost effect in the common scenario – without knowledge of e-mail addresses or web access in the population of interest? We use data from the Norwegian Rent Market Survey 2008 to investigate cost efficiency when new and old response mode is combined.
